If the red hand of ulster is the flag of the nine counties then what is the flag to represent Northern Ireland?

Because Northern Ireland is only composed of six of the nine counties of Ulster.

And the Union flag is Northern Ireland, Scotland, Wales and England?

Northern Ireland has not had its own special flag, sanctioned by the government since his government was extended in 1972 and abolished in 1973 under the Act to Northern Ireland Constitution of 1973.

The Scottish Government has decreed that the Flag will fly on all its buildings every day from 8am until sunset. An exception is made for "national days". On these days, the Saltire shall be lowered and replaced with the Union Flag. These days
